Rover-in Council Handover and Certificate Distribution at JnU

The responsibility handover and certificate distribution ceremony of the Rover-in Council of the Jagannath University (JnU) Rover Scout Group for the 2026–27 tenure was held today, Tuesday (September 15, 2026), at the Vice-Chancellor’s conference room of the university. Professor Dr. Md. Rais Uddin, President of the Jagannath University Rover Scout Group and Vice-Chancellor of the university, was present at the event as the chief guest.

In his speech as the chief guest, Vice-Chancellor Professor Dr. Md. Rais Uddin said, “I express my gratitude to all those who have provided service and those who are present here with a commitment to provide service anew, and I wish them success. Among the specialized groups of Jagannath University, one of the most efficient groups is the Rover Scout Group. They prove this through their thoughtful and distinctive activities.”

He said, “Those who work in Rover Scouts have nothing to seek or gain for themselves. Because the main slogan of Rover Scouts is ‘Service.’ Those who dedicate themselves with a spirit of service are considered dedicated and the best people in society.” He added that through the training, Rover Scouts have acquired education, skills and values, and by applying these in their personal, social and institutional lives, they will be able to bring about positive changes.

He further said, “A free country that has completed fifty-five years should have reached a desired level, but we have still not been able to reach that level. This is extremely unfortunate for us. However, leaving aside national-level issues, if we talk about Jagannath University, it must be said that the university, established in 2005, has still not reached the level it should have reached after 21 years of its journey.”

The Vice-Chancellor said, “Today, my students do not even have a proper place to live. They are living and studying with great hardship in the environment of Old Dhaka. Many of them do not have a place to stay, nor do they have proper arrangements for food. Despite this, I sincerely express my gratitude and appreciation on behalf of the university to all of you who are working tirelessly with a spirit of service.”

University Proctor Professor Dr. Md. Azam Khan said, “When a person stays collectively or as a group rather than staying alone, it improves the quality of the individual, which is possible through Rover Scouts. From here, one can learn patience, tolerance and a cooperative attitude and internalize these qualities.”

He further said, “If you attach this Rover Scout certificate when applying for a job or somewhere else, they will have two perceptions about you. First, the person was not involved in terrorism or any kind of politics. Second, the person is not involved in any kind of drug addiction. The person is always conscious of time, respectful of his responsibilities and dedicated to serving others. These qualities will put you ahead of other candidates in a job interview board.”

At the event, Professor Muhammad Abdus Salam, RSL of the Jagannath University Rover Scout Group, and former Rover Scout President Mahabub Howlader delivered speeches as guests. The event was presided over by Md. Abul Kalam Azad, Group Secretary of the Jagannath University Rover Scout Group.

RSL of the Jagannath University Rover Scout Group Sadia Akter, along with concerned teachers, Rover Scouts, Senior Rover Mates, and members of the outgoing and newly appointed Rover-in Council, were present at the event.

At the ceremony, the outgoing members of the Rover-in Council formally handed over their responsibilities to the newly elected members. At the same time, certificates of the 2025–2026 Council and the Cricket Carnival awards were presented, while certificates were also distributed among the concerned Rovers in recognition of their significant contributions to various activities of the Scouts
